Do you have the selection? sometimes it helps to rejoin the westguard quest map.

sorry, i already deleted that save game, is there any solution to this? please?

Well depending on the savegame state, i would have checked what flag was causing the issue and would have setup a custom map with the needed lua-scripts to overwrite the faulty state causing it.

If you want to see if this bug is a permarmently at your end, try this boost map:
viewtopic.php?t=222

You can create a new character, get instantly to lvl30 (FGM only) and then visite the westguard map and see if you can unlock/select all 4 additional heroes for your party. That way we can test if its a general game bug at your end, or it was a combination quest-flag bug.

i did try the boosted island and return to westguard to recruit a new heroes and i got 6 all of them at once

yeah thats supposed to happen. You get more heroes the higher your level is. You should get all heroes by reaching lvl 17+.
At least we know now that the hero asignment script is still working. The question here is now, what quest-state flag did you have when having that dead-lock/bug of yours. Seems like a clean quest-flag savegame has no issues triggering everything.

please check compatibility 1st when applying mods. Its clearly stated the the Hero Content patch is incompatible with the Anniversary Version of the game. Only compatible with the retail and OG gold version.

By having what progress? When you create a DS char and boost it up with Boost-island, do you then get all heroes? Because otherwise it sounds like something quest-flag related in combination with your version of the game.

You could work around it by creating a character, leveling it up to 17+, collect all heroes and then run the main quest-line.

heroes is still working, what i mean is there is always a bonus quest after finishing a map on dragon storm fgm
for example, on fgm rushwater down, after defeating undead, a bonus quest will appear (the quest is to escort to the portal).
but on my (gold version), the quest is not appear
